what do i do when my iphone 4 is on the apple logo and wont change

so in the morning I got a notification that I could restart my iphone4 so I pushed yes and it went to the apple logo and the loading thing on the bottom and it stayed like that and it wont change.

iPhone 4, iOS 7.1.2

If it has hung, and reasonable time has passed, hold down the home button and the screen lock button simulatneously, and only release when the Apple logo reappears. This will reset the iPhone.
